The Horizons Foundation serves the lesbian, gay, bisexual and transgender community by making grants, strengthening LGBT organizations and leadership, and increasing philanthropic giving. Horizons has a long record of working with organizations serving LGBT communities of color in the Bay Area and launched its People of Color Initiative to Build Leadership and Effectiveness (POCIBLE) in early 2009.
Through the Community Leadership Project, Horizons is providing core operating support and capacity-building grants to small and midsize organizations serving LGBT communities of color.

During the first year, Horizons made grants to eight LGBT organizations and augmented the budgets of three prior grantees. The Horizons model includes up to 10 hours of coaching to help organizations identify capacity-building projects and hire consultants to carry out these projects. Horizons convened the POCIBLE grantees three times during 2010; topics included financial literacy, leadership development and ideas for a national convening. In addition to structured convenings, Horizons supports peer meetings and networking.
